HARASSMENT PREVENTION & RESOLUTION POLICY
POLICY STATEMENT
It is the policy of the Canadian Forces to provide a work environment
that is supportive of the productivity, the personal goals, dignity,
and self-esteem of all personnel. As any incidence of harassment is
inconsistent with this policy, harassment of any kind will not be tolerated
or condoned. Hylands Golf Club is part of the Canadian Forces Personnel
Support Agency and as such is an entity of the Canadian Forces.
DEFINITIONS
Harassment: Harassment is any improper conduct by an individual
that is directed at and offensive to another person or persons which
that
individual knew or ought reasonably to have known would cause offence
or harm. It comprises any objectionable act, comment or display that
demeans, belittles or causes personal humiliation or embarrassment,
or any act of intimidation or threat. It includes harassment within
the meaning of the Canadian Human Rights Act (CHRA).
POLICY DIRECTION
Context: An environment that fosters teamwork and encourages individuals
to contribute their best effort is essential. Mutual trust, support
and respect for the dignity and rights of every person are essential
characteristics of this environment. Not only is harassment in certain
forms against the law, but it erodes mutual confidence and respect
for individuals and can lead to a poisoned environment. As a result,
effectiveness,
productivity, team cohesion and morale are placed at risk.
Policy Statement: Hylands Golf Club is committed to providing a respectful
environment by promoting prevention and prompt resolution of harassment.
All employees and members have the right to be treated fairly, respectfully
and with dignity in an environment free of harassment, and they have
the responsibility to treat others in the same manner. Harassment in
any form constitutes unacceptable conduct and will not be tolerated.
No employee or member shall subject any person at Hylands Golf Club
to harassment. Any employee or member who subjects another person
to
harassment is liable to disciplinary and administrative action.
Employees and members have a duty to take immediate steps to stop any
harassment they witness or that is brought to their attention. All persons
have the responsibility to ensure a harassment-free environment and
to treat everyone respectfully.
How to Report Alleged Harassment: If you feel harassment has occurred,
please submit your concern in writing to the General Manager and/or
to the President of the Board of Directors
GOLF COURSE OPENING AND CLOSING POLICY
The Board of Directors has established consistent opening and closing
dates for our facilities based on the following criteria:
- Protection of the golf courses is the number one priority. We cannot
risk having the courses improperly prepared for the winter.
- We are obligated to do everything possible to have the courses open
1 May to 31 October. Everyday outside of that period is considered
a bonus.
- Fixed opening and closing dates are fairer to our staff since they
can then plan for out-of-season employment.
The following dates will hereafter be adhered to from year to year,
provided, of course, the weather cooperates:
- The driving range/pro shop will open as early as possible each year
to permit members to practice and warm up for the coming season. The
pitching and other practice areas will not be available until the
courses open. Your clubs will be accepted for self-serve storage.
Club cleaning and related services will not be provided until the
courses open.
- The golf courses will open for play, with starters on duty, the
third Saturday in April with as many greens in play as possible. Of
course, this is totally dependent on the weather, and while the opening
could slip to later in April, or even May, the courses will not open
before the third Saturday. The courses, including the starters' hut,
will close for organized play following the first Sunday in November.
Weather permitting, both courses will remain available for play, with
temporary greens only, for an additional week, until the second Sunday
in November. In the event the weather and course conditions are exceptionally
good, one course will stay open (with temps) for one more week.
- The Clubhouse, including bar, dining room, locker rooms, halfway
houses, etc. will open the fourth Saturday in April and is not dependent
on the course opening. Only in the event of extreme weather would
the opening of the Clubhouse slip to a later date. All Club facilities,
including locker rooms, pro shop, club storage, dining room, halfway
houses, etc. will close on the first Sunday on November. The bar will
close on the second Sunday of November.
Course and clubhouse closing dates
Based on the Course Opening and Closing Policy established earlier
this year, and keeping in mind the need to properly prepare the courses
for another winter, the following dates have been selected as part of
the 2002 course closing plan:
- The courses, including the starters' hut, will close for organized
play following the first Sunday in November (3 November). Weather
permitting, both courses will remain available for play, with temporary
greens only, for an additional week, until the second Sunday in November
(10 November). In the event the weather and course conditions are
exceptionally good, one course will stay open (with temporary greens)
for one more week until 17 November.
- The last day of operation for all Club facilities excluding the
bar but including locker rooms, Pro Shop (including washrooms), club
storage, dining room, halfway houses, etc. will be the first Sunday
in November (3 November). The last day for bar services will be the
second Sunday of November (10 November). Clubhouse washrooms, upstairs
only, will remain open during normal office/bar hours. Portable toilets
will be left on site until mid November.
RED FLAG FOR PHYSICALLY CHALLENGED MEMBERS
In June, we introduced a new policy for disabled members. With proper
documentation, a red identifying card can be obtained from the General
Office that enables those members to park a power cart closer to the
greens. A few cards were issued and all seems to be going well. Those
members who obtained cards are reminded to return them to the office
at the end of the season. Requests for next year can be submitted at
any time after renewal.
